Before you choose a property

Buying land in Portugal: checks before you decide

Start with three separate questions: which property are you buying, where are its boundaries, and which planning rules apply? A map result helps with an initial assessment, but it does not answer all three.

This guide is in English. The map, results and account screens are currently in Portuguese. The walkthrough below explains the main labels.

1. Check the property documents

Ask for the property identification and review the land registry information with your adviser. Portugal’s certidão permanente predial shows current registrations and pending registration requests. Check ownership and any recorded charges, and compare the description with the tax record and the property you have been shown.

2. Confirm the location and boundaries

Ask the seller for a reliable location and documents identifying the boundaries. A pin in a listing or a tax-record identifier is not a boundary survey. Check the relevant cadastral, BUPi or survey information, area, adjoining properties and access. Resolve mismatches before interpreting a planning map.

3. Check planning and constraints

PDM means Plano Diretor Municipal: the municipal master plan. Check the land category, the relevant written rules, amendments and other applicable plans. Assess constraints such as RAN and REN, public water domains, heritage and risks, as well as road access, water, sanitation and electricity. A missing result is not evidence that a constraint is absent.

4. Define what you want to do

Describe the proposed use before asking whether development is possible. Portugal’s pedido de informação prévia is a municipal procedure for asking about a proposed operation and its applicable conditions. If the purchase depends on construction, get appropriate professional advice about verifying that condition before committing.

5. Compare properties consistently

For each option, record the confirmed location, intended use, findings, sources and unanswered questions. Separate what is established from what still needs documents, a site visit or municipal clarification. An advertisement mentioning building potential is a claim to verify.

6. Start with the right location

Search for the property’s municipality or locality, then confirm the point on the map. Read the result and its coverage warnings. One point does not establish that an entire property has the same classification. If you are assessing land from abroad, ask for documents identifying its boundaries and arrange the checks needed on site.

Using the Portuguese interface

  1. Choose the municipality below or use the address search. Confirm the point and select Consultar PDM (check the PDM).
  2. Entrar means sign in; Criar Conta means create an account. If browser storage is available, your selected location is kept in this tab for up to 24 hours, including when you return from payment.
  3. Comprar Créditos means buy credits. Review the package and conditions shown before paying.
  4. Read the classification, sources and warnings. Estimativa de ocupação do solo means land-cover estimate, not legal PDM classification.
  5. Use Histórico to find past queries, or Nova consulta when you have another property to assess.
